The Ostrobothnia Project is a development project of mental health and substance misuse work within The Hospital District of Vaasa, the Hospital District of South Ostrobothnia and the Hospital District of Central Ostrobothnia. The main objective of the project is to develop mental health work and substance misuse services for the promotion and improvement of well-being of the people living in the area. The target population are the residents of the area, their life cycle, the service system around them and their environment.

Mental health and substance misuse services are arranged in a patient orientated manner, taking into account the local circumstances. In this project, coordination and cooperation are developed and the role of citizen orientated service provider is emphasized. The aim is to shift the role of the national social and health services from that of service providers into one of coordinated quality controllers. It is hoped that the citizens will participate in mental health and substance misuse work. The empowerment of the citizens as well as the development of the socio-economic issues are considered as important ways to promote the mental health of the people.

One of the objectives is to produce a regional model of effective mental health and substance misuse work. The evaluation and research of the project will produce internationally valuable information about mental health work and substance misuse services.
